Vile (political science, Middle Tennessee State Univ.) provides an encyclopedic treatment of proposed constitutional amendments and the key players who took part in the social and political events related to them. In over 400 alphabetically arranged entries, the author provides a history and analysis of the 27 existing amendments to the U.S. Constitution and the nearly 11,000 amendments that have been proposed. Biographical entries on constitutional scholars and others who participated in the mechanics or theory of the amendatory processes range from Elizabeth Cady Stanton to Sam Ervin, Arthur S. Miller, and William Penn. Supreme Court decisions, often the impetus for constitutional amendments, are reviewed and explained. Subject-matter essays covering topics such as reproductive rights, slavery, and school prayer add depth and accessibility. The bibliography is extensive, and an appendix that lists key amending proposals by year is a handy tool. Vile does an incredible job of organizing and connecting vast amounts of history.
