There was some decent action in the plot and some good suspense, especially amongst the Cuban conspirators. However, the character development could have been better and the connections between the various characters are rather tenuous. I sometimes paused and wondered why certain people were motivated to carry out the actions they had. Anyway, the book is OK but not Frey's best. I recommend for his most ardent fans.
