In 1978, Dr. David Rosenblatt of the U.S. Army* and I had the idea to create a compilation of estimation methods for environmentally important properties of organic chemicals. This was stimulated by the problems of evaluating sites, such as Rocky Mountain Arsenal, which had many soil and groundwater contaminants about which we knew little. We sought and obtained a partnership with the U.S. Environmental Protection Agency, which had major problems evaluating new chemicals under their Premanufacture Notification Program, and the U.S. Coast Guard, which a few years earlier had been given the daunting responsibility of responding to chemical spills into water and a laundry list of potential chemicals that numbered in the hundreds. This idea culminated in the publication of the Handbook of Chemical Property Estimation Methods in 1982, initially published by McGraw- Hill, now by the American Chemical Society.
