FM 1 is prepared under the direction of the Army Chief of Staff. It states what the Army is, what the Army does, how the Army does it, and where the Army is going. It establishes the Army's operational concept and other fundamental principles for employing landpower in support of the National Security, National Defense, and the National Military Strategies.
